[CASL-L] SLO Goals again!

According to our new forms - you still have to select a goal.  It might not
be called an SLO any more - but we still have to write up a goal and a
rationale.  Some districts have tweaked the state form a bit and have their
own forms as well.  You also still have to explain the length of your goal
(can put up to three years)  and what type of evidence you'll be submitting.
