[MCOH-EH] Question related to bargaining unit representation validation of health clearance

In our organization we have multiple union, bargaining unit reps who meet with their constituency regularly within the confines of the hospital setting, and frequently in patient care areas. They are currently under the same umbrella as 'visitors'. Should they be considered vendors and submit to health clearance  regulation such as vendors, students, and volunteers? Does anyone have a policy regarding this group?
