[MCOH-EH] MCOH-EH Employee Health Organizational Structure

I have dual reporting. 

The Occupational Medicine Service is a clinical service in the medical school's Department of Medicine and as such, I primarily report to the Chairman of Medicine. 

However, 2 1/2 years ago, our school was absorbed by Rutgers University and so I now also report to the University Director of Occupational Health, who reports to Risk Management and Insurance.

It is not unusual in industrial settings for occupational health to report up through Risk or Human Resources. I have the idea occupational health (Employee Health) in healthcare frequently reports to Human Resources. Does anyone report through a clinical or nursing department?
