[MCOH-EH] Testing strategies for unvaccinated workers.

We had Employee Health identify all non-vaccinated workers, and have 
kept this list very confidential.  I list of all unknown status/no 
record of vaccine was provided to the department managers, asking that 
they reach out to their staff to see if they received their vaccine 
elsewhere, ask if they planned to get it, or a hard "NO."

Developed a policy, and met with those department manager to go over the 
competency for testing with rapid test kits.  Created a testing log to 
document the testing. Testing is orchestrated by the department manager.
