[MCOH-EH] Post COVID Test of Cure for HCP RTW

We have been in "Contingency" mode since the Conventional/Contingency/Crisis categories were developed.  Has worked fine for us.
CDC updated the "Mitigation" website on September 23 also.   No Test of Cure.
Hasn't been much background discussion from CDC.  Just the guidance.
