(First of course make absolutely sure they don't need a respirator, but sounds like you've done that.)
If truly unnecessary, this falls under voluntary use. If you allow the person to use it, you do need to medically clear the individual, but you don't need to fit test. https://www.osha.gov/laws-regs/standardinterpretations/2018-04-26

Unusual situation - in this new COVID-19 era, an employee whose work is administrative in nature wants to use their own N95 at work evening though only a surgical mask is needed.
If we allow that, are we required to do medical clearance and for testing for her?
